very difficult and not cheap. scraped emails = junk emails as anyone with a scraper can achieve the same list in a day. this question is asked weekly and never receives solid answer.
if they are not opt-in, trash the list and move on to another method....or find someone to sell it to. probably find them on a forum dedicated to email spam.
if you really want to try your hand at this, look into atomic mail sender and renting smtp servers.
