I use https://www.bing.com/webmaster/ you get a dashboard quite similar as Google Search Console. They even have a SEO report tool where you can see what errors they see when crawling your site. Also their Mobile SEO reporting is pretty good. My belief is that Bing is slower in indexing since news items and new products are not indexed as quick as with Google. I am so much interested about Black Hat SEO technique .

Out of my experience the Bing Algo is about 3 years or several updates behind big G. My best advice would be to check out, what worked 2015 there and apply on Bing. For me it is difficult to rank on both engines though, as I adapted to the latest G change, my Bing rankings drop. If I don't adapt I stay high in Bing but loose on G.

So for Bing you can basically go, with higher kwdensity and more spammy links than in G.

Bing just uses random sort. So you just throw your site out there and hope it ranks for any random keyword. Say you search for flowers and your site is about dragsters, you may have a shot at #1.

IMO, I won't recommend you to use the auto tools for building backlinks. At any point, bing algorithm also can be changed as per the google algorithm.But Yes, There are sites ranking well in bing with GSA spammy links.You can use GSA tool to build links if you are not looking to get rank on google. You will get the penalty from bing as well if you continue to build spammy links.
