I think he's referring to the Yandex search algorithm. The behavioural factors in Yandex's algorithm include SERP CTR, bounce rates, time on site page views, etc.

I'm guessing the new update he's referring to lowers a page's rank in the SERPs if users find it "uninteresting", which is based on the aforementioned behavioural factors.
