How to stop spam callers for PPC?

Hey all,

Looking after a locksmith client where we're getting a lot of spam calls to our call only campaigns. It's fine to deal with this on our desktop campaigns as we can just block the IPs who spam click our ads, but on the call-only campaigns it's a different story, as Google refuse to block phone numbers. Anyone have any ideas of how we can deal with this? We're under quite a bit of pressure from the client to stop these so any suggestions would be appreciated.

I know when I used to work at an agency they could report the info to Google and get a refund on those bogus clicks. Not sure of the exact process but I know it's possible. I'd call Google.
 
Doesn't look like it's for Call tracking though..
 
Are the calls coming from the same numbers?

If so you can buy a local number from Twilio and forward to your client's phone. Then block the numbers. See here.
