Proxies in my city

I'll preface this by saying I'm a newb and these may be a newb questions. I need to buy 5 proxies located in my US City for IG Twitter and LinkedIn botting. What exactly do I need? How much should something like that cost? Where can I find someone selling them?

I read something about VPN's but I couldn't get a handle on exactly what that is. Any help is appreciated.
