For this website I'm paying 4 € every 500 words of content, I'm hiring students and I review every piece of content.
1. Until now I've only 9 contents on my website but I think I will expand my project to at least 50 in this year.
2. 3x9=27 and I need to add backlinks to homepage, so are 37/40 in total until now.
3. Fastest possibile, every time I can find a good backlink I will buy/acquire it.
With different anchor texts. But in general when a content is going "viral" or is getting "authority" with link building my long tails will come out. You need to optimize tour text too for this kind of job.
Sandbox is limiting my website but I need 2 or 3 more weeks and my website will be released on the second and first page (Sandbox is taking me over the third page).

Not used it myself but perhaps take a look at Spyfu as an alternative to SEMRush - I have heard decent things about it and it comes in at around half the price of SEMRush for the basic monthly package. There may be better alternatives, but one to consider perhaps.

Cheers mate, one more if you don't mind, due to tight budget I have to choose between scrapebox and GSA, I want both in the end but for now I can only pay for one.

I have both but don't use either a massive amount. Personally I bought GSA first but because I had no scraped lists I found it tough to get much from - I don't think it's internal scraper is all that great.
Someone else might be able to advise better on this as i have never really use either to their full potential.
