I think it really depends on the country where you are, for US citizens it is legal. I guess it is legal in most other countries also, but much more complicated if you really want to go 100% by the law.

It's not illegal. Unless you're scamming customers and making a run with the money. Before you start, find suppliers for the products you intend to sell and tell them that you'll be dropshipping. All my suppliers give me good discounts on their products.
