I've been in your place. Trying to make a few $ from 0 so I can work up into better earnings. Thing is you will spend moooonths trying to get that first micro bit of money from nothing that goes towards almost nothing. And you will burn out doing so, before you ever get the money and drive to do something worthwhile.
Your time is better spent making a plan, figuring out the cost to do it properly, finding if it's within your skillset and budget, and saving for it from your Fiverr sales or other avenues. Find someone to bum $20 off of even..
I would give yourself a minimum of 3 months time to turn your ideas profitable (if it works). Don't spend your entire budget on month 1 and expect an immediate profit. Internet marketing takes tuning.
You can get a year of hosting for $10.00 from namecheap and a domain for $0.99 with privacy protection from godaddy if you use one of their many coupon codes. Find a good niche, and try to get a domain that you can rework. For example get "DrinkSoda.com" instead of "DrinkPepsi.com" that way when your pepsi campaign falls flat (lol puns) you can redesign in the niche for... sprite or w/e.. you get the point.
Don't bother with the slave wage sites unless you seriously need a few $'s to eat or w/e.

That is easy, Go to fiverr website, and sign up. Then create a gig stating your translation talent.
