Question for all our Latvian friends: I plan to expand my ventures across the border, and I was wondering if this is a safe bank to open account in. Given the recent news snippets that Latvian economy is going belly up, I would like to know more information about this particular institution.

I'm from Latvia and I can't say nothing bad about this bank in my opinion it is stable bank. Most problem here was with Parex bank but all other bank at the moment look OK now.

Why would you want to open bank in latvia ?
Since it is latvian bank I would not trust it. There a couple of Sweden banks in Latvia (SwedBank, SEB) so I would use them instead

That sounds like better advice, bank with an outside bank that simply does business in Latvia.

I would open an account in Latvia since I am not in EU, and this bank opens accs for foreigners without a problem. If swedish banks in Latvia can do the same thing, I would like to know more information.

I can vouch for SEB, I use them myself for my......questionable affairs
Mine is just set up in Lithuania.
