Proxies on a Forum

So I've been IP banned from this forum called jsp (a video game forum).

I wanna buy 10 IP addresses, and then create one account on each IP.
I will delete cookies after each use.

Can the the forum still detect multiple accounts?
Cuz I hear that sometimes forums have other ways of detecting people using multiple accounts.

Make sure you keep your cookies clear, maybe think about changing your useragent too.
If you do that and change your IP (and don't mix up IPs between the accounts) then you can not be detected from your fingerprint if they do not use special methods (and they most likely don't)

lol he scammed some other players here and wanna be back ? .... thinking it's worth since he wish so hard to come back here anyway .... everything can be break , and usually forums ( if the admins are serious about the security ) can trace multiple user accounts , it's not here a right place to tell you some ideas how they do this .... and I don't think will be nice to tell you how to avoid this since it's seems you didn't play fair on here you deserve it I hate scamming

I didn't scam anyone or shit on here or jsp.

Well I did scam on jsp, got my account scammer-tagged.
But I got IP banned for just spamming their forum.
