That is a question nobody can answer. It depends on your niche, the keyword you choose and the content you intend to use. But if you use good content I'd guess that it is a pretty good quality T1 for you.

If its high DA and PA 1 it usually means that its a new page on a high DA site like most new web 2 pages. Those pages arent much useful for ranking. But they are not useless either.
