You don't need to be scared... these guys are good. I got about 2 orders from them last year. The sites were well done. Graphics were very clean and professional. I only had to brush up the content in some places to make it what I wanted.... In all, give them a trial...you'll be happy too.

It took them 3 months to build a bad site.
I admit delay on my side due to the fact I had mis configured https:// but I didn't want the offered backlinks they were going to build going to http:// as their understanding of English and the entire https:// / http:// issue seemed absolutely lost on them. So, yes there was an initial error from my side, but once this clown was fully paid getting in touch with him was next to impossible.
His "contact" on Skype said he was "ill" or something for 3 months, typical freelancer BS excuse.
I know and I am fully aware that I'm not paying for a masterpiece, and this is going to be a very rough and ready site, but I was looking at the potential to get some PBN sites built out by someone else. Big mistake. Seriously train a tramp on the street to do it rather than these people.
Site examples shown to me were using pretty good themes, like Magazine Div etc, the actual site provided was using a fucking god awful old theme, the only thing that I'm actually going to use from what was provided in this shit house package is the spun up content.
In addition I'm still owed another site as I paid this clown for two, but since they made that one joke site, they've vanished, not surprised.
Basically If you want a basic really shitty site that'd take you 10 minutes to do... Do it yourself. Fuck these idiots off.
Alternative option burn your money, it's less stress and more rewarding.
