How to sell blog posts/guest posts on blogs in 2017

Most of the reliable ad networks are unable to sell any advertising/guest posts on 30 blogs in a network. Even on Fiverr unable to get any order for many months. What is the most effective way to sell blog posts/guest posts on a blog in 2017, offering the lowest rates in the market, content as required . Most of the blogs have reasonably good parameters, TF 10-15, DA 20.
Should a person be hired to market the guest posts?
Any suggestions or tips to increase sales, will be greatly appreciated

You can't sell guest posts on a 30 blog network on Fiverr? Does it have anything to do with your niche or something?

Me too working on fiverr since a long time but couldn't get orders as much as i wants to work,

In India, since 2012, Fiverr sales appear to be regulated by NTRO (the indian equivalent of NSA) , only the friends and relatives of NTRO employees are getting orders on Fiverr, others are not getting any orders, however much they are trying.
Any suggestion to get orders will be greatly appreciated
