Fiverr has an entire Graphics & Design category with multiple subsections. When you a perform a search, you can set the language of the seller.

If someone sets up his/her profile that he/she speaks English even he/she doesn't or just poorly, you can't do anything about that. There are different levels though, when you look at a seller's profile, you can see different levels of language skills. If it sets to conversational, i guess that should be good enough. But if you contact someone, it turns out right away.
