How complex is this site that you need developed? Extra info would help to let people know if it's something even possible for them to do. If you need a Javascript team that's gonna cost you more than a simple landing page and a couple tabs for a restaurant.

If you don't have time, then hire someone on hire a freelancer section. If you can't do it because you don't know how to do it, PM me and I will help you.
 
It's like saying I need someone to build me a house but I am not going to tell you how many bedrooms I need or what my budget is.

You need to layout a rough idea of what you want so people can give you a ballpark price.
