Meaning, you'll need to receive payments from Payoneer partners (such as CPA networks, Fiverr etc.) before you can use that feature. Inb4 you're thinking about loading your own card via private load, that won't work either, you need to receive payments from Payoneer partners to be able to receive private loads or send payments.

I'm afraid, i don't know any service like that.

Once i asked Payoneer support about this and they said that any of their partners would do, so if you have some funds available to withdraw on Fiverr for instance, you do a couple of withdrawals, your Payoneer account will become more trusted and you can receive private loads or you can send payments. Fiverr is just an example, they have hundreds of partners, maybe even over a thousand. The only thing they wouldn't tell is the exact amount and the amount of times you need to receive funds from their partners. I think both are set to pretty low.

The only workaround which i can think of, if you buy Payoneer partner accs (Fiverr, CPA accs) with funds, so you can speed up the process.

I have received payments in payoneer but never paid through it but one thing i can think of is load balance in fiverr from PayPal and withdraw it to payoneer, you might lose some as fee but i think it will solve your problem.

Payoneer is B2C. They're for businesses to deal with consumers.

For peer to peer money sending you use Paypal, Bitcoin, whatever.

If you find the "Make A Payment" service not yet enabled in your account and you have questions regarding to that, you should contact their support, that's what i did and that's what they tell you, if you read the appropriate part in their FAQ thoroughly, which is linked at the top of the "Make A Payment" page, it's on your screenshot too. So don't go to their blog (not sure why they recommend that), but read the FAQ or you may find answers on their community forum too.

The other issue you may face is that the recipient need to receive a few payments from Payoneer partners as well, before the account can receive Payoneer payments from individuals or via private load.

Payoneer is only good for money transfers like this, if both you and the recipient has an already established account with track records.
Payoneer tightened their security in the past few years, it's just a security precaution that you need to have some history before certain functions get enabled.

This also can be found in their FAQ:
"The Make a Payment Service enables a transfer of funds between Payoneer accounts for business-related purposes.
"Please note that your Payoneer account is designed for business-related transactions. Some things you cannot use your Payoneer account for include:

✖  Self-loading
✖  Topping up your prepaid card
✖  Gifts from family and friends
✖  Donations"

Currency exchange will always cost you money, no matter what. You won't be able to avoid that with Payoneer either. Personal payments are free with PayPal too and more hassle free than with Payoneer as it appears.

If you refuse to use PayPal, there are PayPal-like services such as Skrill, Payza etc. The Paypal alternative list is quite long. You can look into these and their fees.
Also there are mobile apps like Square Cash, although it's limited to the US.
You can try Transferwise too, it's pretty cheap.

I have basically the same issue as OP (only I want to receive money through the "make a payment" service, not send it, but it's the same hurdles). Been back-and-forthing with their support desk without getting an answer until I got here - to realize I have to pay myself through one of their partners! Wow this is stupid.

Does anybody have advice which of their partners I should use? Which one has the lowest fees and is the quickest? Can't even find an official list of all of them, only an inofficial one, from 2013... Upwork takes 20% and also doesn't release the money until a week. Fiverr takes 20% as well, do they release the money immediately?

You don't get a VCC with Payoneer, you get a physical MasterCard and a VBA, if you apply for their US payment service. One card and one VBA per account, it doesn't matter how many banks are linked to your account.

You have your balance on Payoneer in USD or you can have it in EUR too, that you can spend with your card, which can be a USD card or an EUR card too. You can't access the balance of your linked bank accounts with your Payoneer card, if that's what you meant. The bank accounts only play a role when you withdraw your Payoneer balance to them, if you withdraw in foreign currency, your bank will make the currency conversion.

I see. Unfortunately you can't get any VCC with Payoneer, what you can get is a physical MasterCard or a VBA, but the latter won't help in your case.

Why can't you get the Payoneer card though?

Anyhow, it's a pretty shitty situation you're sitting in. If you can't withdraw, can't send money and can't get the card either, it can be that those funds are stuck for good unless you find someone, who would buy the account from you or if you find someone trusted, who can receive the card on your behalf, so you can activate it online.

I'm not sure whether your Payoneer account is legit or not or why can't you perform certain actions e.g. receiving a card. If you have a legit account, i guess you can ask their support for assistance.

Not sure about this, but my friend got only one payment from a CPA network, but still it was possible for him to send money to me through Payoneer. From account to account.
