Been away from IM for a while and slowly getting back into it.

Saw this guy selling his Twitter account with 94k followers so I low balled him an offer $20 and he accepted.

Of course he wanted it sent as a gift so he wouldn't get dinged the fees.

The asshat ignored me after he got paid, so I used another account to contact him and he tried to sell it again for $50!

And he changed his display name and now is begging for money!

You low balled him, but as you'd saved money by doing so you should have paid the PP fees yourself as a legit purchase and covered your ass.

Irrespective of what you paid him, the seller should have delivered.

Actually they do sometimes. If the seller never delivered and you have proof, then you can get a refund possibly.

Well, I've learned you can still charge back via bank, so yes, payer can always get a refund, it just will take some time.

As he has sent by gift which don't have buyer seller protection, it is difficult unless he paid by CC if so he can rise charge back through CC provider.

You can dispute intangible goods through paypal as well.
