How to copy workable site?

I need/want to have a workable site (classified site) and don't want to spend too much time and money building everything from scratch.

So I've been recently reading about copying sites. However, it seems like the search engine bans the duplicate sites (It's interesting will it ban if the content is different?).

I don't want to use the name of the site or content therein. I just want to have my own workable (!) unique website with new (not copied!) contents and

The classified site I want to copy seems to be in CSS.

What's the best way to copy and launch own site (all contents and images will be replaced by my own)?
 
Share a link to the site for us to have a better look at it. It's hard to tell if we can't have a look at it.

You should be able to find someone on Fiverr or Upwork to set up the layout and structure for about $50-$100.

And then you will need to spend some time to promote your site your relevant Buy-Sell Facebook Group and encourage users to sign up on your website. You can also create your own FB Group and then promote your site.

You can use FB Ads and existing classified sites to drive traffic and sign-ups.

Anyway first decide if you want a copy or something unique.

Thanks for the advices. That's how I'm going to encourage and direct customers to website. Already have an appropriate FB group.
I like the layot and how the target site works.

As for Fiverr and Upwork, will give it try.
 
*Update.
I was looking for other options as well and found wordpress classified themes, some of them look ok.
I wonder how secure/vulnerable is it to use wordpress (never used it!) as well as how SEO friendly is it?
Another question about the admin panel - is it something similar to joomla? I've got one website previously built by my friend on joomla.
 
Wordpress is secure as far as you keep it updated and follow some easy rules: https://yoast.com/wordpress-security/ It is good for SEO as well https://yoast.com/wordpress-seo/ The admin panel isn't too similar to Joomla's, but once you have used an admin panel, you have used them all, really...

The problem might be scalability. Wordpress is quite resource demanding, and If your classified website is going to grow to hundreds of thousands of pages you might end up having to pay for a farm of servers to be able to handle all the load. There are lighter options than Wordpress, like ProcessWire for example, but they might not be as easy as Wordpress is. https://processwire.com/
