i just found a Private VPN.

My Question can i create bulk account with it? it is also dedicated to im the only one who use it. So i can create Bulk accounts or?

Not a VPN, but rather private/dedicated proxies. A few large companies offfer so called 'Instagram Proxies', but it's basically private proxies that aren't blacklisted by Instagram.

EDIT:
Some people create 3-5 accounts per proxy, but that might get the proxies or accounts blacklisted etc.

Thanks for the info, I'm actually wanting to use it for reddit. Any companies you would recommend? I tried one (I think it was ghostproxies or something) and ended up getting every account auto-banned.

I am currently using HighProxies, but I have been using SquidProxies for several years.

The safest way to create accounts is to use your mobile IP address or residential IP address. If you need bulk accounts multiples of 500 accounts, I have some spare that I can sell to you
