I've been experimenting with engagement groups and have been trying to figure out how to consistently get onto the explore page. My account is just under 20k and despite photos getting 600-800 likes within the first hour, it seems like 1 out of 10 posts will make it. I'm beginning to think it's not powerlikes or a high volume of likes quickly that does it but a high volume of likes from your own followers. I'm thinking a bunch of random likes from accounts in engagement groups that don't follow you might not do much even if they are large accounts. Anyone agree with my theory or have another one?

I have 2 acc each 2.2k followers ( 1.8k followers at each are fake so no engagement at all from these ) and I'm gaining 200-250 likes and on few famous hashtags i get into explore top popular amongst other 5 posts who have 2-3k like+ .

Top hashtag and explorer are not the same. And sorry but you are not getting in the top list on those hashtags globally, just on your own account and mby a few more with the same interest. Try searching the hashtag in incognito mode and i bet you wont see your picture.
Edit: And try to find your picture on the explorer page in incognito. Spoiler alert: You won't.
It takes more then 200 likes..
That's not really doable in a group of 1500 people where different people participate each day. It could work in smaller groups.
