You don't have permission to access "http ://www.paypal. com/" on this server.

Are you on a proxy? If so, it's probably because paypal is actually https, and maybe your proxy is not configured to use HTTPS. I'm assuming that's a setting you have to change on your end to fix, but I could be wrong (I'm a noob).

Another thing it to check your date, but most likely that is not the case (assuming you are not on a new computer).

The reason for the date and time stuff is because in order to have HTTPS in your address, you have to have an SSL certificate, and those certificates expire, and it bases off YOUR date. So if your date is not correct, then it won't work potentially.

im not using proxy and date is correct mate ..sucks

Try going into internet explorer and opening tools and settings. Then under the connections tab, there shouldn't be anything listed below under "Dial-up and virtual private network settings". Then also go below and click on "LAN Settings", and make sure everything is unchecked.

Sometimes this stuff can be updated by malware(atleast I think it's malware).. Just another shot in the dark I guess :p

P.S. the internet options in IE can effect other browsers.

P.S. 2 - Also, try temporarily turning off any anti-virus program to see if that makes a difference.

Tried researching the error and the only thing that came up was:

Code:
https://support.mozilla.org/en-US/questions/1143834
I believe I fixed the problem so far. For some reason the bookmark was using "http://www.paypal,com" so I entered "https://www,paypal.com" and that solved the problem. Now "https://www.paypal.com" is bookmarked. Seems to work every time I need to go to www.paypal.com

So, maybe could make sure you've got the address correct. In the message you quotes, it looks like it has some weird spaces in there.

Here's another one you could look at:

Says they had to call Paypal, and that it was because they were accessing from multiple computers? Doesn't really make sense though, but wouldn't hurt to try.

Try the following:
* Check in other browsers
* Clear cache and cookies
* Flush DNS
* If you are using dynamic IP, try to reset it.
* Check in your ISP if there's any proxy connected.
* Contact Paypal support team to assist you with this issue.

Tell us your country.
Don't know if it is true but possibly PayPal doesn't allow access from countries in which it doesn't operate, maybe yours is among them?
There might be some kind of attack from your subnet and it got blacklisted by PP all in all.
Were you ever able to use PayPal from this location or ISP?

What country are you in? Lately I also encountered the same problem here in the Philippines.
I've tried many ways like clearing cache and cookies, Flushing DNS, use CCleaner, reset my router and call my Internet service provider.
Sometimes it works for me but most of the time I always encounter the same problem.

I have this problem too, works only with other ip (VPN). I think paypal is having problems in some contries because sometime work and the most of time dosent work

If everything attempt fails via browser, you can try the PayPal mobile app. If you don't have a smart device, you can use an Android emulator like Andyroid or Nox on desktop. At least you'll know what's up, if your browser is what's acting up, your ip or something else.

I have the same problem.. This is because your internet IP, I am using my mobile network connection to access paypal.. connect internet from your mobile and am sure you can access your paypal account.

Clear cookies everything, and Restart browser.
Check are you using any proxy?
or
Try to login in different browser.
