yes and no. if you have anything but a high budget and know what you are doing i advise against buying shoutouts.

depends on from who are you getting a shoutout, if you would get a shoutout from Dan Bilzerian i think you would definitely grow faster than just from follow/unfollow

You can contact people directly and also use any shoutout marketplace like shoutcart etc. You can try google it with the hashtag instagram shoutout market or whatnot. Also you have to definitely check the engagement rate, so you're not wasting your money. Good luck!

You can contact people directly, if you don't have time to message them one by one you can use a scraper to scrape emails from their bio and then email them. I own such tool, if you want you can search for other tools who can do that too, if you want more info about mine check out my profile.
