I have googled it but I could not find it. So providers like Hostwinds sell their windows VPS's very cheap but claim to not sell cracked windows licenses, but official ones. How is this possible if Windows officially sells them for more expensive. How is this possible? Where do they get them from?

You can buy Windows keys for around $5 online, but I'm assuming they are using big licenses like Schools do

Buy them wholesale from auctions selling OEM licenses or buy in bulk from Microsoft.

There's something called a "MSFT Select" contract where you pay a fixed amount and you get a bunch of licenses and free coffee mugs from Bill Gates.

I am quite sure a lot of them do this even tho they say they are legit. I read that Microsoft does not sue anyone for cracking their software, so everyone must have been doing it.

They do sue companies. They just don't go after individuals. If you open a ISP based on pirate windows their lawyers will knock sooner than later.. Buty if you have some pirate boxes in your home, they won't come after you. But they can, legally.

Another legal way is to keep using trial versions and reneweing the trial. I had a VPS where every 3 months my scraping jobs would collapse....I'd look and I'd have to reinstall all my shit. Cuz they'd reinstalled a new trial LOL

Most web host that offer windows VPS systems will have a SPLA agreement with Microsoft and will have Windows Data Center License on the server so they can offer as many windows VPS as they want on that server.
