Why not just list the giveaway here?

I'm going to disagree with everyone else here and say it's absolutely fine OP. You wouldn't be "promoting" another forum, you'd simply be telling people about a giveaway you found on the internet. That's not against ToS imo.
How do we know op is not someway involved in the ownership? How do we know that it is not a way for op to bypass marketplace rules. Everyone will be doing it. List services for sale on other forums, say " look what I have found " and make money without paying bhw. @blogzandstuff, what you said is actually similar to what WizGizmo said back in 2009.3.3 Activity that involves Currency Trades or Exchanges (Example: Exchanging PayPal for eGold money), Buying/Selling CPA accounts, Buying/Selling Social Security Numbers or Identities, CPA offer filling circles, Paying to have CPA offers filled, Requesting fake review comments for other forums' BST sections, Digg / Stumble (or similar) requests and trades, Asking how to make $xxx/day, Any "fake" account for the purposes of defrauding a network or individual, Promoting other forums by any means including in your signature, Creating more than one account on BHW.
I don't think it is a good idea to point out other forums. How do we know if one of the individuals who is "recommending" another forum isn't the owner of it? . . . and is just using this thread to promote his own site?

Most people here will reference rule 3.3, however if I recall correctly, the rule actually prohibits users from linking to other forums that may be in competition with BHW in some way, shape, or form. In this case, if you're linking to a domain forum, then that forum could be seen as a competitor to our domain name subforums here on Black Hat World.
