FB ad accounts for different businesses - help needed!

I have 2 businesses. I have a FB page for each. My personal FB profile is the owner/admin of both. I have 1 business manager account in FB. My 1st businesses has an ad active account added to the business manager.

I want to add an ad account for my 2nd business, but there is only my 1st business listed in the "advertising on behalf of" box. What am I missing? How do I make my 2nd business to appear in the "advertising on behalf of" section?

Or, do I need to create a new Business Manager account for my 2nd business?

First and foremost has your second business been claimed by the same business manager as your the first one you have the ad account on?

Yes, if by "your second business" you mean the FB page.
One other thing, the two businesses have different billing/payment info.

You can give advertiser access to second admin! By Clicking on Ads Manager Settings>Add Person.
