Why did you open another thread for the same issue?
First of all, don't worry if google says the URL isn't accessible, one 404 error is not a problem at all. This how it could happen: Time ago the file was not blocked in the robots.txt, Google tried to explore it but didn't find it and reports you a 404 error. But while the file is blocked in robots.txt Google cannot figure out that the file is accessible now.
If you really want to leave this error message you can add the noindex directive in the page and allow the file in robots.txt, in that way Google can explore it and figure out that the page is accessible, once done disallow the URL again

consider using the plugin "full page screen capture" it'll make your life easier. For your issue I m sorry dude but i understand nothing from your screenshots, which line should I look to, what is the URL that causes the problem. Please try to describe better the issue you are facing

The problem is that the robot file blocked my URL and it is displayed that the URL is inaccessible ! !! Look at those robot file pictures :
