Not sure what you talking about as we delivered your 15 links with some decent metric. That DA 6 link is probably some other site you noticed in webmasters. Here is the screenshot of DA metric of those 15 links which you ordered. Would request you to please send the site link over to me so i can verify.

Regarding the results, i had mailed you the major onpage issues with your site like multiple H1's, main keyword missing from title and much more but no action was taken till now so you cant expect results even if you throw the strongest links to it . It has nothing to do with Elite rank links as they are the strongest you can get for the price. Hope you fix that soon. Add me on skype for further help
