How Do You Get Unlimited SIM Cards?

If providers in every country has a limit of SIM Cards they can dispatch to a person, how can someone get like fkin 25k sim cards? Anyone knows how to do it?

I rather not say it but i've asked and they said only 10 per entity. So i was like wut...... haha
