To be honest I've never had clients complaining about their sites banned by google,
But I can't give warranty, because I don't have any idea what people have done to their sites.
From my experiences, social bookmark alone won't get your sites banned by search engines,
again, unless you've done things that raise the alert of search engines.
If it's a brand new site I suggest to go for the lowest package first, see the result for your site, then you can always take the larger packages later.
I've just done package 125 bookmark for a brand new site yesterday,
the domain was created just few days ago,
no problem there.
