you can also use wordpress.org if you want a stand alone blog. get some cheap hosting from the marketplace on here, a domain name and free theme from http://wordpress.org and your set

Well, it's easy. you need a Gmail account signed in to your browser. Then just go to Blogger.com or blogsport.com or blog.com or tumblr.com and follow the instructions. your blog will be up in less than 1 minute. Further, I would suggest you to add Google Analytics so that you can track your visitors real time. Start posting High Quality SEO articles (1000 words +) the bigger the better. use SEO by Yoast Plugin if you're using wordpress platform. Create social Networking sites. Create a YouTube channel and upload at least 1 video a week. Buy social signals. And there are lot you can do.
