I think Poker Rakeback Mafia referred to some kind of extreme PageRank sculpting. The idea of PR sculpting has been to drive all you link juice to the pages you want or need your link power. So, the idea is – if I got it right – to prevent Google from sending link juice to your subpages, so that all your juice stays on your homepage.
IMHO this idea is flawed. First, nofollow is just a hint for Google. It won't stop Google from indexing your subpages and thus they will get some kind of link juice. Additionally the notion, that outgoing links cost you link juice dates back to a Google paper published in 1996. I strongly believe that Google never did this in practice. Sites with a lot of outgoing links should have seen a severe ranking hit, but I remember that e.g. Yahoo, a site with a lot of outgoing links then, did very well in Google.
