Need a Working PPI network to test my method!

Hi guys,

Can anyone point me to a good ppi network. here's what i need.

When scrolling on instagram i find some sponsored post that are promoting application "Mobile Install"

I need a ppi network that's allowed for instagram ads like what i mentioned

What i want to do:

To do the same thing in facebook but without paying ads i got something in head and wanna to test.
