A lot of Europe "lies" so much about knowing English, yet so much Hollywood influence and it has been taught in school to so many for so long.

A lot of Europe "lies" so much about knowing English, yet so much Hollywood influence and it has been taught in school to so many for so long.
You would get better luck if you went to the neighbor(Portugal) hehe. Everything in spain on tvs, radio an cinema its translated to their language they dont have to read subtitles and they have a lot of their own tv content, they have a hard time speaking english.

I am one of those "old school residents" . Anytime I´ve been abroad , I never met anyone who after being living 30 years did not speak the local language. This happens a lot in Spain, mainly Britons , "who think and behave " like if English was the official language .
Long time ago , I spent over a year in the UK. When I went there, I did my best to learn English as fast as I could , even if my English was almost nothing. I simply don´t understand the idea of moving abroad without the goal of learning the local language while expecting to keep the same standards of life as if you were living in your home country. One can´t really get a deep knowledge of the country without learning the local tongue.

Why learn the local language if enough people in a country know the World Language - English?

Under my point of view, depends on the period you plan to spend on that country. If we are talking about someone who comes just for three months , an elementary level just to buy food on the supermarket or asking for a caña de cerveza at the pub, would be enough. But if you plan to stay a long term , you will never reach a full interaction and knowing the culture if you don´t the know the local language and you will normally end up socializing just with people from the place you come from.
Not pretending to be rude, but when you say "enough people in a country" , that means you may not be really interested in taking the effort to learn , which is the easiest way most people take.
But being honest , I do understand that in the particular case of the Internet Marketer , it´s more profitable to spend time on the computer making money than learning a new language. Let me just give you this excuse

But its mostly people in older age groups which don't know the global language. Most sub 30 yo persons in Europe know English.

I live In Valencia, moved to Spain last year and absolutely love it here.
If you're planning to live here for long term it would be best to learn Spanish, that will make life a lot easier for you. Admin staff in most of the Public offices are clueless and will make things very difficult if you don't know the language well enough.
The working culture in public offices here is very laid back and to get something done quickly is a hell of a task.

Can't help but vision a bunch of Northerners walking about with their shirts off, drinking excessively and causing havoc.

Very true and not just paper work.. they're a very chilled and laid back people, which has a lot to do with why I love it there!

Been in Valencia but did not like it that much. And no, I am not planning to stay here so I will not learn the language. It is not worth the effort to me personally.

As spanish, I have to admit that here, only 20-30% speak fluent English... I don't know why.
If you don't want to live here, I recommend you to learn the spanish vocabulary. Verbs are not So important, people can understand you within using them.
Anyway, good luck!!!
BTW, Málaga is a beautiful place, there's a lot of places you have to visit before going home
