Youcan try this way as a idea it a free way might help...
I no paid cloaking better but free cloaking can work aswell.
Instagram method
This method is for you, if you don't want to purchase 100 different domains for your Instagram + PPI stuff.
POSITIVE: Safe money & time!
NEGATIVE: ~20% less conversions! (tested)
In other words, this is perfect for you, if you have little money, but still want to start scaling your accounts.
METHOD:
1. Go create a tumblr account
2. Like a few posts & follow users, to make sure your account looks legit
3. Create a new blog with you're desired domain.tumblr.com
4. Go to the appearance settings of your new blog & click on edit HTML
5. Paste the redirect code below into the header & DO NOT delete anything.
6. Safe it & try it to make sure everything is working fine.
7. Go the blog settings again & enable PASSWORD PROTECTION.
8. Choose a simple password like "123" "111" & save it.
9. Paste the URL into your Instagram account & mention the password under your CTA.
FINISHED!
I personally tested this over a longer period of time & never experienced a ban due to DOMAINS as this totally blocks everything from accessing your site except user who can read, which is what you want.
You can also change your domain whenever you want, so when Instagram blocks your domain or gives people a warning before accessing, you can simply bypass that.
I stopped Instagram + PPI a few weeks ago due to being bored & moral stuff, however I find this is an extremely useful thing as it solves the whole domain problem & wonder why it has never been shared.

Could you clarify what you're trying to achieve with this? Normally with cloaking you want that humans see one thing and bots see a different thing. But with this set up, everyone sees a password prompt.

Setting up a cloaker in itself is pretty easy. Being able to maintain profitable long lasting cloaked campaigns is not. Especially on facebook and google, your accounts WILL be banned if you are running aggressive funnels.
Anyone doing big volume on these platforms is either not running very aggresive ( but still cloaking) or has a supply of accounts that they farm or buy.
Note that your account goes into manual review after a certain amount of ad spend. That's usually when accounts go down no matter how good your cloaker is.
Your best bet is to start as least aggressive as possible and learn the platform. The least aggressive your ad, the less bad comments and negative engagement you will get, meaning your accounts could last longer then running straight up celeb fake articles etc.
Once you have contacts or a technique how to get multiple accounts, you can start running aggressive ads and set up a system where you can keep campaigns running over multiple accounts.
