I want to know what is google adwords agency account?
some people offered me these kinds of accounts they asked 100$ open fee, 200$ dead fee and 15% of ads we run!
i can not understand if this is legal?
how could this accounts die?
is there any limitation on advertising a site on these accounts?

they said if my ads price be 100$ then i should just pay 15$,

You would only buy those accounts for promoting blackhat or greyhat offers, not for normal stuff. If you want to do affiliate marketing for example, you might purchase those accounts or anything going against their T&C. As for yourself, just make a normal one.
