I'm using webpagemaker, the only thing i need is to embed the flash content as the hacktool. Flash looks legit in game hacking tools.

Its legit but here i am talking about site loading speed.Some sites slow down after loading flash by which users turn away.

build a site with html + css + images + js or use WordPress. using Flash means Google bot will not be able to crawl your site.

Build it in Flash if you want, but agreed that too much of it will make the page move slower, and you'll lose visitor retention. not to mention that'll still negatively effect your SEO if you went with other ways that would have helped.
