Hiring Adwords specialist

Hey, the company that I started working is looking to hire an AdWords specialist. We are selling animated videos ( explainer videos, animated commercials ect.) we create content marketing based products.

We want to target medium, big businesses, enterprenuers, startups
We want to target UK & US markets
We want to close projects fast, so we need fast traffic to our website

Special care is needed as well as brief presentation of the plan how to spend our money wisely ( recently worked with another company that just wasted our money and got us bad traffic...)
