Can't import user list

I have a list of scraped users and trying to import, but it doesn't do anything. It is indeed a .txt file and i've even tried it as a .csv, no luck. Someone said something about System Preferences>Keyboard>Text, but I can't find that?

Hit F12, do you see the console below? Reload the page and look at the console for error messages.
