we are really sorry to hear this, but there are many reasons behind paypal limitations other than documents, paypal check your transation your operations your login data the items you are selling etc etc

Documents are just initiative for paypal to look into your case, paypal check documents, your account information, your transaction history, your selling products, your login information etc then decide either to close or restore your account.
