Question 1) Best place for high retention views? can anyone suggest quality views for a good price?

Question 2) I used fiverr, my video ranked very well, 1st page then fell like a ton I bricks before I could get excited about being on page 1 hahahahahah can anyone explain why?

Fiverrr views are mostly crappy I would suggest you to look into market place read the recent reviews that would give you an idea. If possible spend a little on every services and see what falls under the area you are looking into.
