Try CheapWindowsVPS, they have always been stable in running my SEO tools over the years.

I've never had any issues with OBS in the past - I've run it from my home connection(25mbps up) without any problems.
Any VPS should be able to handle it(on a compatibility level) just depends how many streams you're trying to put out simultaneously and the VPS specs.

I second and cosign Google Cloud computing. I had a problem streaming from my desktop. So I tried my latop, had a problem with the wifi and connection kept dropping on my video. Soemone else recommended that I sign up for Google and their free trial.
Best decision ever. I've streamed 3 vids so far with Google. Two 4-hour vids and a video for 13 hours straight even. No problems. 30 FPS with music playing in the background. No lag.
One of my videos that I streamed was even viewed over 400,000 times.

You install it. You can't hear the sound through the VPS but you'll see the speaker icon (if using Chrome) indicating that sound can be heard.
You can also stream and while you're testing things out, use your regular browser which should have sound to see if it works. Use VPS to stream only but set up the live video through a regular browser separate from the VPS. You don't need VPS to set the live video up, just to stream.
To install sound, just click on the speaker icon in bottom right of the VPS monitor screen and follow instructions.
