Need Android & Iphone app dev

I need an app made for both platforms, app is relatively simple:

Upon opening, user is presented with a login screen. Login screen will communicate with an endpoint, if login failed display error, if successful, move on.

Main app will do nothing other than display a screen saying "broadcasting" or something along those lines, and will run in the users background, sending geo-data to the same endpoint once every 15 minutes.
