How to overpass Adwords verification?

Hi there!
As I see, nowadays many "blackhat" CPA items are being sold in Adwords using URL cloaking. But the question is, how to pass account verification (they call it "payment method verification").
Every ad with brand-targeted keywords of the CPA item goes to the verification process. Every "white" ad starts immediately on the same account without any check.
How do they do it? Any thoughts?

Are you trying to direct link to the CPA offers? Or are you trying to get traffic to your site first where you have CPA offers?

Are you trying to direct link to the CPA offers? Or are you trying to get traffic to your site first where you have CPA offers?

No, of course. I use a tracker and put a "white" shop or an article which contains CPA-keys into Final URL. And tracker link (with my encoded CPA-link) I put in google's tracking template.
I even used to forward my tracker link to the "white" shop also before moderation pass. But this too hasn't given any result.
I suppose that the answer is in the keywords themselves or in the freshly registered account without a history. But how the "white" ads start so fast then? Can't understand. There's some secret)
