How to know Expired domain with spam activity [Slapped by Panda]

Hi everyone,
can You tell me about my question?
i registered dozens of expired domain a month ago,
have a good history, clean anchor, etc.
but, some of them have not indexed, i try to connect to google webmaster,
i face manual action notification like this :

from 20 domains, i have 4 like that.
any experience with this?
now, how to know before i register expired domain?
i double check the webarchive, and it looks natural, looks good, have no auto generate indications.

Did you just put the old content straight back on without even checking any of it ?

i didnt.
i write it manually, i repurposed the content.
i check all of things,
even, there are 2 domains with 2016 archived, and no spam indication, just like local business and some kind of personal blog.

ouch, anyone can tell me how?
for now, i just sent reconsideration to these domains.

but, i have some clue here :
first, on whois history, they have 1x drop [3 domains], and nothing [1 domain]
i try to avoid with dropped, even 1x.

By adding them all to GWT you just told Google that all 20 domains are owned by one person (you). Very big, huge, large, gigantic footprint.

In the future, you could have a friend add a domain to his GWT to check it, then have him remove it from GWT. Or, better yet, if an expired domain isn't indexed after awhile, write it off - assume it has a penalty and give up on it.

You can do a reconsideration request on a money site, but don't do one on a PBN site. You're supposed to be trying to do everything possible to not draw Google's attention to your PBN sites. You list 20 expired domains in GWT, several of them with penalties, and then ask Google to manually look things over? Not good. I wouldn't want any of the 20 sites myself now for a PBN - even the ones that aren't penalized.
 
Adding the PBN domains ot Webmaster is not a problem at all, if you do it one domain per account. Google can see those information anyhow, just try not to connect them by adding more than 1 to same account. THAT would be a serious problem.

Regarding your issues with domain history checking... if you are checking just the Archive.org, then yes, these are the results you will be getting. Archive.org works only to some extent and there are more ways how to make sure that the domain is clean. Archive.org often doesn't show the exact bad point in the domain history. It also requires some experience to know what is probably penalized and what isn't.

Also, you are trying to avoid dropped domains. Why? That's pointless. You are just getting rid of perfectly good domains, because you are paranoid.

Oh god... and sending reconsideration for your PBNs is a terrible terrible idea, especially if you already have some links pointing to your money site on them. You are basically telling Google, that heeeey! I got PBN here! Come and screw it up!

So yeh, so far, you have been doing most of the things work. You will learn, but it will cost you.

They are expired domains, free for registration, so I can't exactly imagine how else could you register them, if they weren't dropped at least once.

not avoid dropped domain exactly, just avoid domain with more than 1x dropped on whois history,
more than 1 or 2 registrar, much of name server changes in few years, and the gaps in web archive, etc.
