If you want proper real followers, have a good scraper + multiple customized and specific filters.
I've one and it increase 30-40% of followers gain than compared to a normal follow/unfollow.

With filters, I get about 30-40% engagement on my accounts.

i have thought about this, but i do believe there is a risk of the main account getting reported too if the throwaway accounts gets reported.

At least 50K per month is the new standard if you have a video page (or good pics) and a good network.

I have guys in my groups who grow 200k a month from scratch.

Maybe the problem is not the type of people you're investing so much money in, maybe it's the campaign you're using and the way you're trying to engage with people? I could get 6 - 10 comments per photo (3 photos / day) with 70 likes each and ~400 followers in 3 days, without shoutouts or almost any money investment in a generic fashion niche, just by quality botting and getting creative (it's an experiment). And i don't see why you can't get this type of engagement aswell or even better with your resources. Maybe i could help you out with this one and you could show me something new to learn! That would be truly great
