I remember bing being super-strict about their coupons (it was back in the days when there were free 300$ vouchers, I think 2013 or so). It didn't accept most VCCs etc, basically I was able to run 2 or 3 campaigns, though that time I had a working set-up to massively use Adwords coupons. Wanna know if it changed somehow now.

Coupon usage is always strict as you are basically abusing the Company potential revenue. Anyhow, VCC WILL NOT work on Bing. Don't waste your time trying. The account can get activated but ban after a few hours when you try to run a campaign.
Also there is a big difference between USA bing and International Bing ad accounts. Personally I prefer to use USA Bing ad account.

Can you explain why VCC's won't work with Bing ad accounts? I'm trying to learn a little bit more about VCC's and in what ive seen so far, it seems to me that a VCC is indistinguishable from a real CC if it is of high enough quality and is obscure enough.

Allow me to explain a little of how Bing ads payment policy works. What ever that I say here is fact and you can verify with Bing support.
Bing allow one card to be attached to max of 5 different ad account. The issue why VCC can't work is due to too many abuses of coupons and unpaid ad cost. On a typical VCC, you can see the issuing bank from the BIN. It is slightly different from a physical card (anyone working for the bank, can verify this?)

If you have use a coupon on an account, you can still potentially use it on a new account. But make sure the address is different and account holder name is different. The billing method can be the same for up to 5 accounts.

Would it be possible, in theory, to purchase a VCC from an obscure provider that Microsoft has not blacklisted and use a VCC that way? Their detection of VCC's is only as good as their blacklist, right?

In theory it is possible but thanks to abuses, many (if not all) VCC issuing banks are already on blacklist. Which is really unfortunate.

Can u point out how to create a US Bing AD acc when you live outside the states? Do i have to use a proxy or will i see an option while creating the account? Still waiting for BIng to send me a coupon so haven't tried as yet

Just called up Bing support to check for you. No, any payment mode from anywhere is accepted even if you are running a USA account. But no VCC.
