Search engine bots, like Googlebot, are allowed to crawl the sites so they can be indexed. All other bots from services like Majestic and ahrefs are blocked, so that your links and linking strategies aren't visible to those (like competitors) spying on your backlinks, or even compiling a list of your PBN links to submit in a negative SEO campaign.

The idea is to protect the network from being exposed. All of the domains still get indexed.
