Just called up Bing support to check for you. No, any payment mode from anywhere is accepted even if you are running a USA account. But no VCC.

Guys. When you create a USA bing ad account, be smart. Spend max of $15 per day on ad campaign else you will risk getting your account ban/ locked. Just a friendly warning.

I remember bing being super-strict about their coupons (it was back in the days when there were free 300$ vouchers, I think 2013 or so). It didn't accept most VCCs etc, basically I was able to run 2 or 3 campaigns, though that time I had a working set-up to massively use Adwords coupons. Wanna know if it changed somehow now.
