Possibly one app is good and the other is shit?

I think one major issue is, In one app I am getting 30,000 visitors per day and in other app I am getting 600 users per day, the conversion for both is roughly around 40%. Also, my previous app is highly ranked, this could be a reason for lots of traffic. Now the problem comes down to how do I increase the traffic on my second app. Maybe traffic increase will have some effect on play store rank

I think you need to specify more about your first and second app. It depends on many factors but you can start with the niche, category and target users.

Yeah without more details on the apps in question, it could be as simple as the first app being really cool and/ or usefull., and maybe the second just isn't up to par. I'm assuming that you have already tried doing everything you did the first time in terms of promotion. If not, you might want to start there. Seems obvious but make sure you haven't overlooked something.
