if you are talking about a cable or dsl service I've done this in a few locations. My solution was cheap and pretty easy. pogoplug v4, archarmlinux install, squid install, authenticate on source IP and password. I'm sure it can be hacked but by the time I go through an IP and have to log in and change the mac address to get a new ip I doubt the hackers are going to want to play a cat and mouse game for that kind of hassle and that little return.
